CIAT is a decision-support system that applies the Integrated Cooperative Decision-Making (ICDM) framework to the area of Facility Planning. This system is applicable to many dynamic facility management problems where the complexity of issues and the number of decision makers result in the need for domain-specific agents, a common view of the information, and the need to reach a consensus solution.

Facility Planning is the organization of people, equipment, and space over time. In a large institution or corporation, there is a need for systems that can track inventory, maintain schedules, complete supply orders, and calculate finances.

CIAT uses expert agents consisting of database knowledge and rules of specific domains. For example, to analyze scheduling situations, a number of agents collectively analyze the problem from their individual perspectives and flag violations of scheduling rules and coordinating guidelines. CIAT agents include the Ship Schedule Agent, Berth Schedule Agent, Pier Services Agent, Repairs and Maintenance Agent, Tides Agent, and several others.
